ICL Procedures
An ICL Procedure is essentially the equivalent of a Subroutine in FORTRAN.
It allows us to write a sequence of ICL statements which can be run with
a single command. The procedure may have a number of parameters which are
used to pass values to the procedure, and return values from it.
